There is tremendous growth in linguistic, cognitive, social, emotional, and motor competence. Since they are natural-born learners, childcare and education cannot be thought of separately. High-quality childcare and education should provide appropriate developmental experiences for young children and contribute towards physical and mental health, and serve as the foundation for success in school and for reaching their highest potential in life.<\/p>\n\t<p>So, this is where the Isabella Project comes in. In this first year, we&#8217;ve set up an organization that will move initiative forward. We&#8217;re finally at a point where we&#8217;ve begun to collectively provide preschool opportunities for local children. Working with current ECE providers, the Isabella Project is helping facilitate and coordinate a comprehensive high-quality matrix of Pre-K and Transitional Kindergarten classes and supports for participating children and their families. In the absence of such opportunities and supports, the majority of young children will continue to arrive at the kindergarten door already behind their peers, and research shows these children continue to fall farther and farther behind. So, we&#8217;re on a mission to correct this state of affairs.<\/p>\n\t<p>At a recent meeting, ECE providers shared information about their program offerings and available supports to develop a comprehensive understanding of current assets and for identifying gaps that required attention. Currently, the district has opened up a preschool for 3- to 4-year-olds at one of its elementary schools in November and is planning to open a second preschool in February. The Mexican-American Opportunities Foundation serves 31 2- to 5-year-olds in its full-day program. Child Development Resources (Head Start) has two centers in Santa Paula, and First Five Ventura County provides a class, Parent and Child Together (PACT), on Thursdays, serving 33 0- to 3-year-old children and their parents. So, this is the foundation on which we will build additional capacity working with these important providers.<\/p>\n\t<p>Community engagement is very important, and Isabella is currently funding four community outreach workers to help inform and recruit children and families for these current and future offerings. This information includes available preschool slots, required birth certificate and vaccination record, income eligibility, proof of parentage or guardianship, and certification of address. This outreach is part of a larger community informational effort that includes flyer distribution; door-to-door and community canvassing by &#8220;trusted messengers&#8221;; social media postings and outreach; and one or two planned murals emphasizing the value and benefits of early childhood education to children, their families, and the general community.<\/p>\n\t<p>Organizationally, we&#8217;re collaborating and planning with a 50+ strong steering committee and six sub-committees. To help address issues of high quality and identified gaps and organizational and programmatic needs, we&#8217;re adding two new sub-committees: ECE Providers and &#8220;Padres con Isabella,&#8221; the latter being composed of grassroots community representatives and parents of young children. Since Isabella is a pilot project, we&#8217;re also moving forward with establishing a county structure for eventual roll-out of our model to other county communities in three to four years.<\/p>\n\t<p>Stay tuned for further progress and developments. Construction for the next preschool program at Barbara Webster Elementary has gone slower than anticipated, so its opening is being pushed to late February. However, we&#8217;ve gone ahead and opened up a Transitional Kindergarten program at Glen City Elementary School. At our next meeting of ECE providers, we will revisit our previous agenda and will receive information on workforce development from Dr. Mari Gonzalez, ECE Director at CSUCI, as well as ECE staff from Ventura College. We will review the matrix of offerings by ECE providers including the school district, Child Development Resources, First 5 Ventura County and the Mexican American Opportunity Foundation. Additional items for discussion with this matrix include eligibility criteria, curricula, capacity for growth, family engagement practices, provision of daycare\/childcare and other critical items.
