{"id":19733,"date":"2023-12-07T10:37:11","date_gmt":"2023-12-07T18:37:11","guid":{"rendered":"https:\/\/vccflegacy.wpenginepowered.com\/?p=19733"},"modified":"2025-01-29T07:47:07","modified_gmt":"2025-01-29T07:47:07","slug":"emt-grant-application-to-benefit-local-youth","status":"publish","type":"post","link":"https:\/\/vccf.org\/es\/emt-grant-application-to-benefit-local-youth\/","title":{"rendered":"Solicitud de subvenci\u00f3n de la EMT en beneficio de la juventud local"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-19734\" src=\"https:\/\/vccflegacy.wpenginepowered.com\/wp-content\/uploads\/2023\/12\/emt-article.jpg\" alt=\"\" width=\"600\" height=\"364\" srcset=\"https:\/\/vccf.org\/wp-content\/uploads\/2023\/12\/emt-article.jpg 728w, https:\/\/vccf.org\/wp-content\/uploads\/2023\/12\/emt-article-300x182.jpg 300w, https:\/\/vccf.org\/wp-content\/uploads\/2023\/12\/emt-article-18x12.jpg 18w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/>Oxnard\u2013The Community Services, Public Safety, Housing, &amp; Development Committee unanimously ratified authorization for the Fire Department to submit a grant application to partner with California\u2019s Employment Development Department (EDD) and provide Ventura County Youngsters EMT (Emergency Medical Technician) training on Tuesday, November 28.<\/p>\n<p>FIRE Chief Alex Hamil\u00adton presented the item and noted that he recently attended the League of California Cities Conference in Sacramento as the president of the Fire Department section of the league.<\/p>\n<p>He met with collaborative partners from the AB1168 legislative efforts in the hope of securing grant funding from an existing workforce development grant.<\/p>\n<p>\u201cThose efforts were not successful, but from those efforts, this grant came to our attention,\u201d he said.<\/p>\n<p>Hamilton said the grant is an exciting opportunity for youngsters across Oxnard and Ventura County.<\/p>\n<p>\u201cThe Public Works Alliance, the collaborative group of policy experts, system leaders, research, and advocates working with EDD, developed a pilot version of the program in Oakland and was very successful,\u201d he said. \u201cUltimately, it\u2019s taking young adults that perhaps wouldn\u2019t have considered a career in the EMS field or the Fire Service, takes those young adults and helps them succeed through an EMT Certification and helping them enter the workforce as an EMT in a variety of ways.\u201d<\/p>\n<p>He said the grant provides a stipend for youngsters attending EMT school, plus a range of wraparound services, including behavioral health support, physical fitness support, and potentially transport support.<\/p>\n<p>\u201cIt really does try and grab folks that wouldn\u2019t have considered or perhaps weren\u2019t able to accomplish EMT Certification and provide them the support they need to get through the program,\u201d Hamilton said. \u201cIt gives us an opportunity to connect with the community outside of community response, and there is no match requirement on the City\u2019s behalf.\u201d<\/p>\n<p>He said the grant works initially by providing $200,000 in six months if they are successful, which is used for planning to establish the program for the youth.<\/p>\n<p>\u201cThen, based on all the planning going well and getting established, it provides $850,000 a year, over three years, to ensure that 40 young adults get certified as an EMT,\u201d he said. \u201cUltimately, 120 young adults will be certified as EMTs by the end of the program.\u201d<\/p>\n<p>Hamilton anticipates hiring a project manager for the program at a cost the grant will cover. The City will not assume any cost for the project manager.<\/p>\n<p>\u201cThere is no cost to the City on this, but we would be looking at a temporary fulltime employee to run this program,\u201d he said.<\/p>\n<p>Hamilton said one of the many impacts of the COVID-19 pandemic was that many classes were canceled or postponed, creating \u201can enormous shortage\u201d of EMTs and Paramedics in the area.<\/p>\n<p>\u201cThere were many who left the pre-hospital and healthcare fields during the pandemic as well,\u201d he said. \u201cIt has created something of a shortage for us. The other thing we are a little bit concerned about is losing experienced EMTs and Paramedics to Santa Barbara County, as they are reforming their ambulance system over the next 18 months. This program will help us fill the ranks of EMTs, and ultimately, once they have gained experience as EMTs, they can potentially go on and become Paramedics.\u201d<\/p>\n<p>Hamilton said they\u2019ll work with Housing, City Corps, and the Police Department to develop recruitment strategies and where they can find young adults who otherwise wouldn\u2019t have considered an EMT career.<\/p>\n<p>\u201cWe also have already built a great collaboration,\u201d he said. \u201cWe have broad support from across the County, including the Board of Supervisors, Clinicas, Casa Pacifica, the ambulance company, (Gold Coast) Dignity Health, the Community Colleges, performance therapy for the physical fitness side, as well as the Ventura County Fire Chief\u2019s Association, the labor associations that represent Firefighters in Ventura County are all supporting this initiative.\u201d<\/p>\n<p>He said if the City of Oxnard receives the grant, the six-month planning portion of the program will start in the first quarter of 2024.<\/p>\n<p>\u201cOnce the planning has been completed, the annual operations funding will be provided, which is $850,000 a year over a three-year period,\u201d he said. \u201cIt will likely conclude around February 2028.\u201d<\/p>\n<p>Hamilton said the City of Oxnard will look into developing sustainable funding streams to continue the program past the end of grant funding.<\/p>\n<p>\u201cParticularly if it\u2019s successful as we hope it will be,\u201d he said. \u201cWe\u2019ve already had conversations with the Workforce Development Group of Ventura County, as well as the Ventura County Community Foundation.\u201d<\/p>\n<p>Committee Member Mayor John Zaragoza applauds the Board of Supervisors for supporting the grant to benefit the youngsters.<\/p>\n<p>\u201cAlso, the Ventura County Emergency Medical Services, Casa Pacifica, Gold Coast Ambulance, Ventura County Community Foundation, Dignity Health, and also Therapy of Ventura and Oxnard Community College,\u201d he said. \u201cWe\u2019re looking out for the young folks to get trained, and I think it\u2019s an excellent program.\u201d<\/p>\n<p><em><a href=\"https:\/\/www.tricountysentry.com\/articles\/emt-grant-application-to-benefit-local-youth\/\" target=\"_blank\" rel=\"noopener\">This article was originally published in the Tri County Sentry.<\/a><\/em><\/p>","protected":false},"excerpt":{"rendered":"<p>Oxnard\u2013The Community Services, Public Safety, Housing, &amp; Development Committee unanimously ratified authorization for the Fire Department to submit a grant application to partner with California\u2019s Employment Development Department (EDD) and&hellip;<\/p>","protected":false},"author":5,"featured_media":19734,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"give_campaign_id":0,"footnotes":""},"categories":[22],"tags":[],"class_list":["post-19733","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-latest-coverage"],"acf":[],"_links":{"self":[{"href":"https:\/\/vccf.org\/es\/wp-json\/wp\/v2\/posts\/19733","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/vccf.org\/es\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/vccf.org\/es\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/vccf.org\/es\/wp-json\/wp\/v2\/users\/5"}],"replies":[{"embeddable":true,"href":"https:\/\/vccf.org\/es\/wp-json\/wp\/v2\/comments?post=19733"}],"version-history":[{"count":0,"href":"https:\/\/vccf.org\/es\/wp-json\/wp\/v2\/posts\/19733\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/vccf.org\/es\/wp-json\/wp\/v2\/media\/19734"}],"wp:attachment":[{"href":"https:\/\/vccf.org\/es\/wp-json\/wp\/v2\/media?parent=19733"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/vccf.org\/es\/wp-json\/wp\/v2\/categories?post=19733"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/vccf.org\/es\/wp-json\/wp\/v2\/tags?post=19733"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
