{"id":10335,"date":"2020-08-10T11:06:30","date_gmt":"2020-08-10T18:06:30","guid":{"rendered":"https:\/\/vccf.org\/?p=10335"},"modified":"2025-01-29T07:47:46","modified_gmt":"2025-01-29T07:47:46","slug":"shortened-2020-census","status":"publish","type":"post","link":"https:\/\/vccf.org\/ja\/shortened-2020-census\/","title":{"rendered":"2020\u5e74\u56fd\u52e2\u8abf\u67fb\u306e\u77ed\u7e2e\u304c\u30d9\u30f3\u30c1\u30e5\u30e9\u90e1\u306e\u5168\u6570\u9054\u6210\u306e\u969c\u5bb3\u306b"},"content":{"rendered":"<p>JTNDaWZyYW1lJTIwdGl0bGUlM0QlMjJWQ1NUQVItRW1iZWQlMjBQbGF5ZXIlMjIlMjB3aWR0aCUzRCUyMjU0MCUyMiUyMGhlaWdodCUzRCUyMjM1MCUyMiUyMGZyYW1lYm9yZGVyJTNEJTIyMCUyMiUyMHNjcm9sbGluZyUzRCUyMm5vJTIyJTIwYWxsb3dmdWxsc2NyZWVuJTNEJTIydHJ1ZSUyMiUyMG1hcmdpbmhlaWdodCUzRCUyMjAlMjIlMjBtYXJnaW53aWR0aCUzRCUyMjAlMjIlMjBzcmMlM0QlMjJodHRwcyUzQSUyRiUyRnV3LW1lZGlhLnZjc3Rhci5jb20lMkZlbWJlZCUyRnZpZGVvJTJGMjkyODE1MzAwMSUzRnBsYWNlbWVudCUzRHNub3ctZW1iZWQlMjIlM0UlM0MlMkZpZnJhbWUlM0U=<\/p>\n<p class=\"gnt_ar_b_p\">The 2020 census count in Ventura County had been going so well, officials say.<\/p>\n<p class=\"gnt_ar_b_p\">The county had gone from being one of those most at risk for being undercounted to one of those least at risk, they say.<\/p>\n<p class=\"gnt_ar_b_p\">The percentage of county residents who had\u00a0thus\u00a0far taken the census \u2014 72 percent as of this week \u2014 was higher than the state and national percentages.<\/p>\n<p class=\"gnt_ar_b_p\">Everything was looking good for a complete count by the Oct. 31\u00a0deadline, which would ensure the full amount of federal funds \u2014 billions of dollars \u2014 coming to the county over the next decade.<\/p>\n<p class=\"gnt_ar_b_p\">And then the U.S. Census Bureau dropped some bad news.<\/p>\n<p class=\"gnt_ar_b_p\">Director Steven Dillingham announced\u00a0Monday that the count, which began March 12, was going to end a month earlier \u2014 Sept. 30 \u2014 &#8220;to accelerate the completion of data collection and apportionment counts by our statutory deadline of\u00a0Dec. 31, as required by law\u00a0&#8230;\u00a0without sacrificing completeness.&#8221;<\/p>\n<p class=\"gnt_ar_b_p\">Vanessa\u00a0Bechtel, CEO of the nonprofit Ventura County Community Foundation, which has raised about $1.7 million for marketing to get the word out to residents to take the census, didn&#8217;t welcome the news.<\/p>\n<p class=\"gnt_ar_b_p\">&#8220;I think it&#8217;s really unfortunate,&#8221; she said Tuesday. &#8220;We had developed a strategy that was going to take us through October and we really needed that time to do more outreach in person as things were (possibly) going to start reopening.&#8221;<\/p>\n<p class=\"gnt_ar_b_p\">A spike in COVID-19 cases in California has instead led to a tighter lockdown across the state, including in Ventura County.<\/p>\n<p class=\"gnt_ar_b_p\">&#8220;So, this is going to be very difficult,&#8221; Bechtel said. &#8220;We&#8217;re going to have to figure out how we adjust to the new count deadline, develop a more urgent strategy and just do the best we can to get a complete count.&#8221;<\/p>\n<p class=\"gnt_ar_b_p\">An undercount would have &#8220;disastrous&#8221; financial consequences for Ventura County, she said.<\/p>\n<p class=\"gnt_ar_b_p\">\u672a\u96c6\u8a08\u80051\u4eba\u306b\u3064\u304d\u300110\u5e74\u9593\u3067\u3001\u6bce\u5e74$2,000\u30c9\u30eb\u306e\u9023\u90a6\u653f\u5e9c\u306e\u8cc7\u91d1\u304c\u5931\u308f\u308c\u308b\u3053\u3068\u306b\u306a\u308b\u3068\u3044\u3046\u3002<\/p>\n<p class=\"gnt_ar_b_p\">If 100,000 people were missed, that would represent a loss of $2 billion for health care, social services, law enforcement, business loans, water systems, transportation and other services, she said.<\/p>\n<p class=\"gnt_ar_b_p\">An estimated 596,000 county residents have been counted so\u00a0far, Bechtel said.<\/p>\n<p class=\"gnt_ar_b_p\">Some 250,000 residents\u00a0still need to be counted, she said.<\/p>\n<p class=\"gnt_ar_b_p\">According to the 2010 census, the county&#8217;s population was 823,318.<\/p>\n<p class=\"gnt_ar_b_p\">As of July 1, 2019, it was estimated\u00a0to have risen to 846,006, the Census Bureau says.<\/p>\n<h2 class=\"gnt_ar_b_h2\"><\/h2>\n<h2 class=\"gnt_ar_b_h2\">New count strategy<\/h2>\n<p class=\"gnt_ar_b_p\">On Wednesday, in an emergency meeting of the steering committee of the Ventura County 2020 Complete Count Committee, a new game plan was formulated to try to achieve a complete count despite the shortened deadline, said Bechtel, who is\u00a0a co-chair of the committee.<\/p>\n<p class=\"gnt_ar_b_p\">The committee is comprised of the foundation, census\u00a0workers, local nonprofits, the county, cities, faith-based groups and service clubs, she said.<\/p>\n<p class=\"gnt_ar_b_p\">The new strategy includes additional paid media marketing, &#8220;census caravans&#8221; \u2014 parades of cars driving through neighborhoods alerting residents about the census\u00a0\u2014 and perhaps most importantly, business outreach, she said.<\/p>\n<p class=\"gnt_ar_b_p\">Bechtel said she thinks the updated\u00a0plan\u00a0will help assure a complete count.<\/p>\n<p class=\"gnt_ar_b_p\">&#8220;Especially the business outreach because we know employers can help dramatically reaching out to their employees,&#8221; she said. &#8220;That is critical.&#8221;<\/p>\n<h2 class=\"gnt_ar_b_h2\">Undercount status reversed<\/h2>\n<p class=\"gnt_ar_b_p\">\u56fd\u52e2\u8abf\u67fb\u306f10\u5e74\u3054\u3068\u306b\u884c\u308f\u308c\u308b\u3053\u3068\u304c\u61b2\u6cd5\u3067\u7fa9\u52d9\u4ed8\u3051\u3089\u308c\u3066\u304a\u308a\u3001\u56fd\u52e2\u8abf\u67fb\u5c40\u306b\u3088\u308c\u3070\u3001\u30a2\u30e1\u30ea\u30ab\u5408\u8846\u56fd\u306e\u5168\u4eba\u53e3\u3092\u6570\u3048\u308b\u3053\u3068\u3092\u76ee\u7684\u3068\u3057\u3066\u3044\u308b\u3002<\/p>\n<p class=\"gnt_ar_b_p\">\u5dde\u3001\u90e1\u3001\u5730\u57df\u793e\u4f1a\u306b\u5bfe\u3059\u308b\u9023\u90a6\u8cc7\u91d1\u3001\u52a9\u6210\u91d1\u3001\u652f\u63f4\u91d1\u306f\u3001\u4eba\u53e3\u306e\u5408\u8a08\u3068\u6027\u5225\u3001\u5e74\u9f62\u3001\u4eba\u7a2e\u3001\u305d\u306e\u4ed6\u306e\u8981\u56e0\u306b\u3088\u308b\u5185\u8a33\u306b\u57fa\u3065\u3044\u3066\u3044\u308b\u3001\u3068\u540c\u5c40\u306f\u8a00\u3046\u3002<\/p>\n<p class=\"gnt_ar_b_p\">\u307e\u305f\u3001\u3053\u306e\u6570\u306b\u3088\u3063\u3066\u3001\u5404\u5dde\u306e\u4e0b\u9662\u3067\u306e\u8b70\u5e2d\u6570\u304c\u6c7a\u307e\u308b\u3002<\/p>\n<p class=\"gnt_ar_b_p\">Based on federal research, Ventura County was ranked a few years ago by the bureau as one of the most at-risk counties in the nation for an undercount in the 2020 census, Bechtel said.<\/p>\n<p class=\"gnt_ar_b_p\">On a list of 3,000 at-risk counties, Ventura County was ranked the 59th most at-risk county, she said.<\/p>\n<p class=\"gnt_ar_b_p\">Bechtel said that was due to\u00a0income, educational and geographic barriers, as well as many residents\u00a0lacking internet access. The census is being conducted\u00a0largely online, she said.<\/p>\n<p class=\"gnt_ar_b_p\">In response to the poor ranking, the various community groups that comprise the complete count committee came together to address it.<\/p>\n<p class=\"gnt_ar_b_p\">&#8220;And we committed to not let that be our reality,&#8221; Bechtel said.<\/p>\n<p class=\"gnt_ar_b_p\">The commitment paid off, she said.<\/p>\n<p class=\"gnt_ar_b_p\">The county is now ranked by the Census Bureau in the top 10 percent of counties in the nation for an accurate count, she said.<\/p>\n<p class=\"gnt_ar_b_p\">&#8220;I think we&#8217;ve really turned it around,&#8221; she said<\/p>\n<p class=\"gnt_ar_b_p\">The favorable ranking is based on how many people in the county have been counted so far, which is tracked by the Census Bureau, Bechtel said.<\/p>\n<p class=\"gnt_ar_b_p\">As of Wednesday, Moorpark had the highest percentage of any Ventura County city\u00a0of residents who have taken the census, at 79.2 percent.<\/p>\n<p class=\"gnt_ar_b_p\">Port Hueneme had the lowest at 63.9 percent, which nonetheless is higher than the national percentage, Bechtel noted.<\/p>\n<h2 class=\"gnt_ar_b_h2\">COVID-19 obstacles<\/h2>\n<p class=\"gnt_ar_b_p\">The coronavirus pandemic has impeded efforts to get a complete count, Bechtel said.<\/p>\n<p class=\"gnt_ar_b_p\">For instance, while the count is currently in a phase in which census workers were supposed to be going to the residences of people who have yet to complete the survey, the workers haven&#8217;t been able to because of COVID-19 restrictions, she said.<\/p>\n<p class=\"gnt_ar_b_p\">And plans to place nearly 200 kiosks with census information throughout the county haven&#8217;t been realized because of health concerns, she said.<\/p>\n<p class=\"gnt_ar_b_p\">&#8220;So, COVID really has been disruptive,&#8221; she said.\u00a0&#8220;But we&#8217;re resilient\u00a0and we all just said, &#8216;OK, this is our new world.
