{"id":11147,"date":"2020-12-15T12:02:19","date_gmt":"2020-12-15T20:02:19","guid":{"rendered":"https:\/\/vccf.org\/?p=11147"},"modified":"2025-01-29T07:47:44","modified_gmt":"2025-01-29T07:47:44","slug":"planning-underway-for-child-care-center-at-csu-channel-islands","status":"publish","type":"post","link":"https:\/\/vccf.org\/ja\/planning-underway-for-child-care-center-at-csu-channel-islands\/","title":{"rendered":"CSU\u30c1\u30e3\u30f3\u30cd\u30eb\u8af8\u5cf6\u3067\u30c1\u30e3\u30a4\u30eb\u30c9\u30b1\u30a2\u30fb\u30bb\u30f3\u30bf\u30fc\u306e\u8a08\u753b\u304c\u9032\u884c\u4e2d"},"content":{"rendered":"<p><\/p>\n<p class=\"gnt_ar_b_p\">A new child care center at CSU Channel Islands could help bridge a gap in child care in Ventura County, provide educational opportunity and help support students&#8217; family care needs.<\/p>\n<p class=\"gnt_ar_b_p\">This is according to a\u00a0<a class=\"gnt_ar_b_a\" href=\"https:\/\/education.csuci.edu\/earlychildhood-center\/documents\/ece-feasibility-study-2020.pdf\" target=\"_blank\" rel=\"noopener noreferrer\" data-t-l=\"|inline|intext|n\/a\">needs assessment<\/a>\u00a0done in March\u00a0by the university with contributions\u00a0from Assemblywoman Jacqui Irwin, D-Thousand Oaks;\u00a0the Ventura County Community Foundation; and berry company Reiter Affiliated Companies. The report was released in November.<\/p>\n<p class=\"gnt_ar_b_p\">The project also has letters of support from other county organizations and public agencies. In a statement, Irwin said the Early Childhood Center project would rely on collaborative efforts from members of the community moving forward.<\/p>\n<p class=\"gnt_ar_b_p\">&#8220;I look forward to continued involvement in my capacity as a state assemblymember so that our region can fully support the early education of our most vulnerable children,\u201d she said.<\/p>\n<p><\/p>\n<h3 class=\"gnt_ar_b_h2\" style=\"text-align: left;\"><strong>Why build a child care center?<\/strong><\/h3>\n<p><\/p>\n<p class=\"gnt_ar_b_p\">The creation of the Early Childhood Center falls in line with the CSU Channel Islands\u00a0<a class=\"gnt_ar_b_a\" href=\"https:\/\/www.csuci.edu\/daa\/gi.htm\" target=\"_blank\" rel=\"noopener noreferrer\" data-t-l=\"|inline|intext|n\/a\">Graduation Initiative 2025<\/a>. Established in 2015, the initiative\u00a0focuses on increasing graduation rates and eliminating the achievement gap.<\/p>\n<p class=\"gnt_ar_b_p\">Attention to child care accessibility is essential to achieving these goals, the report says.<\/p>\n<p class=\"gnt_ar_b_p\">The center would also be a resource for farmworkers with young children.<\/p>\n<p class=\"gnt_ar_b_p\">&#8220;CSUCI is located in the heart of the agricultural landscape within the region, making (the center) accessible for both populations,&#8221; the report states.<\/p>\n<p>A 2018-2019 report done by Reiter summarized that despite bringing in around\u00a0$2 billion in revenue to the local agriculture industry, farmworkers\u00a0&#8220;do not have the same access to educational advantages available&#8221; when their children are compared to other low-income children in Ventura County.<\/p>\n<p>There are several factors at play here including cost,\u00a0lack of weekend care,\u00a0fluctuating work schedules, language barriers and just a lack of spaces to take children.<\/p>\n<p class=\"gnt_ar_b_p\">Taking this into consideration, planners are looking into alternative payment programs.<\/p>\n<p class=\"gnt_ar_b_p\">As for\u00a0the\u00a0course of study, CSU Channel Islands is the only university in the county to offer a bachelor&#8217;s degree in early childhood studies, which\u00a0adds to the pool of early childhood educators locally.<\/p>\n<p class=\"gnt_ar_b_p\">The center would provide a place for students to complete student teaching.<\/p>\n<h3 class=\"gnt_ar_b_h2\"><strong>Needs assessment survey<\/strong><\/h3>\n<p class=\"gnt_ar_b_p\">The university conducted a survey among students and employees\u00a0to ascertain their child care needs in March. About 26% of students and 41% of all employees, including faculty and administrators, responded.<\/p>\n<p class=\"gnt_ar_b_p\">About 26% of respondents have children.<\/p>\n<p class=\"gnt_ar_b_p\">&#8220;Whether or not respondents have children at home or if they anticipate needing childcare in the future varies significantly by university affiliation, age, gender, income and race,&#8221; survey results state.<\/p>\n<p class=\"gnt_ar_b_p\">About 41% of a total 2,155\u00a0respondents said not having on-campus child care had a negative impact on their education or work experience. Nearly 44% of respondents said they had &#8220;great difficulty&#8221; in finding care for a child.<\/p>\n<p class=\"gnt_ar_b_p\">&#8220;It\u2019s very difficult to take evening classes when your child\u2019s daycare closes at 6 p.m.,&#8221; one respondent in support of the center\u00a0said. &#8220;That is the reason that, in my case, I have not been able to take the classes I need.&#8221;<\/p>\n<p class=\"gnt_ar_b_p\">That concern of juggling classes and attending to their children&#8217;s needs was echoed in many respondents&#8217; comments.<\/p>\n<h3 class=\"gnt_ar_b_h2\"><strong>Cost to build<\/strong><\/h3>\n<p class=\"gnt_ar_b_p\">The initial estimated cost to build\u00a0the center comes out to about $25 million. Irwin\u00a0<a class=\"gnt_ar_b_a\" href=\"https:\/\/www.vcstar.com\/story\/news\/2019\/12\/13\/csuci-plans-build-child-care-center-early-childhood-education-students\/4298364002\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-t-l=\"|inline|intext|n\/a\">secured $5 million<\/a>\u00a0in seed money through funds set aside for early childhood education in Gov. Gavin Newsom&#8217;s 2019-20 budget.<\/p>\n<p class=\"gnt_ar_b_p\">However, a note about the seed money in the report states: &#8220;Funds are subject to review and may see a potential reduction of up to $3.7 million.&#8221;<\/p>\n<p class=\"gnt_ar_b_p\">There is\u00a0enough funding\u00a0for the project site development and infrastructure costs, said\u00a0Tom Hunt, CSUCI interim assistant vice president for facilities services.<\/p>\n<p class=\"gnt_ar_b_p\">The university still needs to secure funding for the &#8220;full build-out,&#8221; he added.<\/p>\n<p>Based on projections, the first year of operations will cost &#8220;just over $1.7 million.&#8221; This includes costs associated with employees, the program and other expenses.<\/p>\n<p class=\"gnt_ar_b_p\">Parent fees are projected to cover only 52% of the total cost, the report states. To make up the shortfall, the university is looking at sources like\u00a0state and federal\u00a0funding,\u00a0campus fees\u00a0and\u00a0community\u00a0donors.<\/p>\n<p class=\"gnt_ar_b_p\">The &#8220;initial phase&#8221; for the center will involve 100 children and their families.<\/p>\n<p class=\"gnt_ar_b_p\">&#8220;Approximately one-third of the center\u2019s enrollment capacity would be reserved for children of farmworkers,&#8221; the report states.<\/p>\n<h3 class=\"gnt_ar_b_h2\"><strong>Next steps<\/strong><\/h3>\n<p class=\"gnt_ar_b_p\">&#8220;We are in the planning phase for an Early Childhood Education (ECE) Center,&#8221; said Tom Hunt, the university&#8217;s interim assistant vice president for facilities services.<\/p>\n<p class=\"gnt_ar_b_p\">In July, the university put out a request for qualifications for firms that could design the center.
